The mandate

Azerbaijan's State Tax Service (Dövlət Vergi Xidməti) operates a mandatory electronic VAT invoice (Elektron vergi hesab-fakturası) regime that has been in force since 2017 for all VAT-registered taxpayers. Every VAT invoice must be issued through the State Tax Service's electronic platform, with structured XML transmitted directly to the tax authority before delivery to the buyer. The platform issues a unique identifier to each invoice and integrates with the buyer's e-invoice inbox; paper VAT invoices are not legally valid. The framework is anchored in the Tax Code and associated Cabinet of Ministers decisions.
